Norway can't really be considered socialist in the true sense of the word. Private ownership of the means of production is the norm.

Modern everyday usage of the word 'socialism' is a sarcastic synonym for 'letting the poor people steal our hard-earned money' (i.e. a system with taxes and benefits). In this sense, Norway is socialist. But you're right that it's clearly not socialist if you use the strictly academic definition of the word.
